Stay puft or Gozer

I was wondering the ending of the first film why is people looking up I mean arnt they really to high on top of the building for anything to be seen? I know they can see Stay puft but the whole Gozer thing?

Most of the shots from ground level you can see the “fireworks” at the top; it makes sense people would be looking up at that. Also I'd think that people saw Staypuft try to climb the building and wanted to see what he would do.
