You do NOT have to stop all of them at the same time, this confused me at first. Get one stopped first, tethering it. Once it breaks, move on to the next one.

I think you are doing the thing I tried to do first..
All you need to do is tether them to the floor and they shut down.
You do not need to tether them up in the air for example. That is what I tried to do at first and all the tethers broke before I could get them all. Just slam them to the ground .. that is all you need to do!
