Ghost have energy too. I always figures that it takes a lot to pass through things and such. If they get “tired” they can't have like they could before

According to some folklore, most ghosts are tied to a location, so basically they've nowhere to run to.

I have personally always believed a little of column A (having energy / getting tired) and a little of column B (ghosts being tied to a specific locations preventing them from running)

Well, Slimer tried to get away from Ray when he first saw him :p

Maybe ghosts can't feel fear or feel powerful against humans (Scolari Bros.)

While Slimer did indeed run from Peter, he didn't leave the hotel floor they found him on. That would make one assume that column B (ghosts being tied to a specific locations preventing them from running) was the reason why.

He did leave the floor, the ballroom wasn't on the same story as the hotel rooms.
